Apartment front door has warped

The front door of my apartment has warped since a flood from the flat above last September. It was half fixed with the insurance claim, but I cannot lock the bottom lock from outside of door (not lined up) and the wood is coming away from the wall inside. Also hard to open and close as wood expanded slightly. Getting a dog soon that can open doors!!! I need this door to be secure and to be able to lock from outside.
