Changing Boiler valve and flush not filling quickly

I have recently bought a house and the boiler is switch on and switch off by itself. It is a Combi Boiler (SABER) and the pressure of boiler is slightly above 2.0. The seller sent a plumber who did the boiler certificate to inspect the problem and he informed that the boiler pressure was under 1.5 points when he issued the certificate, he thinks that the Pressure valves needs to be changed to fix the issue and if it still doesn’t fix the problem we might need to change the Pressure vessel inside. Additionally, The toilet flush tank is not filling up quickly after the first flush.
