rear garden hedge removal and replaced with high wall

My rear hedge runs side on to another garden, .each having their own hedges. As their hedge runs in line with my hedge and never gets cut, I would like my hedge knocking down and a high wall building to the height of their high hedge and painted white, on my side only. All waste to also be disposed of.
