re-attach ladder to attic door&insulate under small window

Support bar for Ramsey ladder has come off the attic door and needs fixing. Also need to cut plasterboard underneath small deep window recess in living room and put in insulation as it's a very cold corner. This is a single storey semi-det cottage. I would like this done as soon as possible please so I can decorate.
