Construct a workshop in back garden

We have recently laid a concrete base, with the original plan of building a wooden shed, however, we would now like to look at a more substantial building.

We need help with whether we need planning permission etc and advice on what's possible in the space we have. The space is 14' x approx 10' 6" and ideally we'd like a building with a pitched roof, so that the space above can be used for storage.

We would also like to install a wood burning stove, so we can work in the winter!

Door would be on the short length wall and we would probably keep all windows to that wall, as the other 3 walls would be adjacent to the garden fence.

We'd like to run electricity out to the workshop to run tools like a lathe, pillar drill and similar. And have some lighting, obviously :)

If you think you can help with me floundering in the dark here, I'd love to hear from you... I'm sure my partner will be a bit more tech-conversant than me, but it's my mission to find us a builder - sorry!
