Re-cement garden wall flagstone top

I have about 45M of low garden walls that go across the front of my lawn and round a few flower beds. All the walls have flagstones on top of them that have been poorly cemented down by the previous owner and are therefore loose. I would like someone to re-cement all of these flag stones to the tops of the walls. Specifically all the old cement needs to be removed (some has disintegrated, some is still solid), the existing flag stones need to then be cemented back on top of the walls so they are secure and neat. There is also a step in front of patio doors which has 5 flagstones which need the same treatment. And there is a single loose flagstone on a step at the side of the house as well.
