Cost of building garage?

We are looking into the possibility of building a stand alone brick garage for a single car. It would be brick built, have up and over door, side access and window and electrics. I briefly spoke to a builder who said I would be looking at 26K, which seems very expensive to me but I may be wrong! Could a builder with experience in this area tell me how much the above would cost - approximately of course. FYI - this is not a job as we have not got planning permission yet!
