Plaster on top of lining paper

Lining paper in most cases (99%) should be taken off the wall.
plastering over lining paper may cause plaster to come down in future or will make plaster hollow and easy to crack.

Painting room, what first?

There is no specific order to paint the room. assuming you need two coats on walls and wood you can apply one to wall & one to wood and then do it again in 24hours.
