First and second fixing. first fixing would consist of fitting floor or ceiling joists and second fixing is hanging doors, fitting skirting and architraves
It is not something i would advise but using the right adhesive it can be done
No you will have to sand first and then fill and then sand again, this is down to bad work by your plastrer
Personally i would paint the walls first but leave the finish coat and then undercoat the skirting and give it one coat of gloss or satin,then finish the wall and then final coat on skirting
If you have a crack it is because the timber is moving as it expands &contracts due to moisture
