Aslong as not paper the answer is yes.

back in the older days woodchip and paint was a cheaper alternative to plastering from what i believe.

first i'd stanley an area and soak it to confirm has not been papered over for peace of mind of any complications down the line.

also personally i would blue grit before hand,each to there own
Sometimes bt/virgin etc run cables and may of used this if it is silicone to hold in please as an adhesive.

but answer is no air bricks are installed for a reason filled may aswell not be present.

below dpc allows air flow so timbers etc can breath and prevent rots and other moisture problems occuring.

same as above it's all about controlling the air flow to prevent condensation problems etc
All depends on job required is it stone brick etc
most gable ends iv done average approx 3-500 plus scaffold costs

prices both way over

aslong as not a large area of tiles i'd estimate at a cost of 6-700 maybe the 1k mark with scaffold
