Hi,
it all depends the building itself,
for instance to rake out and repoint a stone built property you would be looking at around £25-£40 per square metre to rake out and £70-£90 per metre to repoint based on using a lime mortar mix. this cost does not include scaffolding only materials and labour.
brick repointing cost is around £20-£30 to rake out and £50-£70 to repoint again this does not include scaffolding or extras like a skip for instance.

The purpose of the pointing is to protect the masonry from the elements, if the bricks have become loose it means that the mortar bed on which the bricks were layed upon has diminished probably due to moisture ie lack of pointing and/or an incorrect mortar mix.
