This can be plastered over, recommend applying a coat of blue grit before hand
Best solution would be to sand the wall, so you can no longer see roller lines and then re paint and even coverage
Best solution for cracks would be to rake them out to give them some depth and open them up slightly, then you want to put your tape on.. be it crack tape, skrim tape, fibreglass tape etc.. apply your filler on top, thin first coat then bring it out wider on the second coat giving a better blend when sanded and painted. if you were going to go down the caulking route do not use silicone, this will make a barrier for your paint and your paint will not stick to it.
