Answers:
Yes of course you will still be able to have your water on, you will just need some isolation valves fitted so they can be turned off then you can turn your water back on
If the floor and wall is 100% bang on level and flat then the cut will be ok at the top but if the floor is out of level which they usually are then the panel will need scribing to the floor so it will need cutting and sealing.
