About Us:
Hello,
My name is Sarah Jane Groves and I'm a Painter/Decorator with eleven years experience working in High End homes in Surrey.
I have gained strong organisational skills and a good eye for detail especially in relation to home interiors with an understanding of the importance of preparation and I'm committed to delivering high-quality work often exceeding clients expectations.
I get great satisfaction of transforming a space with a fresh coat of paint, the creativity in choosing colours and finishes and the joy of seeing a happy client.

There are special water-based concrete paints that are available. i would make sure all is dust free and apply with a roller on a calm wind free day.
It's unusual that oil-based paints are used on walls! zisser stain-block primer paint may do the job.
I would give skirting a really good sanding to provide a smooth finish and a key for new paint, then prime with water-based primer/undercoat, probably two coats and apply topcoat, with a 2nd coat if necessary.
You can get plasterers tape that would solve this problem with.
I wouldn't recommend using gloss. there are some great finishes on the market now. farrow and ball modern emulsion has a slight sheen. have you thought of skimming over artex for a flat finish. this would lift the ceiling and give the effect of more light.
