yes you can but an integrated dishwasher will be more labour to install. integrated models need to be installed in a kitchen cabinet with similar access to a water and drain connection but isn't that big of a job and the cost shouldn't be too expensive.
A 2.5l coat tin is good for 25 square metres witch should cover 4 doors without any problems for you.
Try to remove the cement stains or mortar residue with one part vinegar and one part warm water. then you brush this solution onto the surface. leave to absorb and then rinse with clean water. depending on the type of surface, you can remove cement stains and mortar stains with sandpaper or a scraper.
