It can be done by unibonding and scraping back the artex buy in my professional opinion it is best to overboard as a lot of artex contains asbestos

Heya, a plastered finish will give a more smooth, durable surface for a living area, if you tape and jointed it and say you were moving furniture around you are less likely to damage a wall that has been plastered than a wall that hasn't, and to be quite honest the time it takes to tape and joint a wall and then sand it down ready for painting is around about the same amount of time to skim it, plus it's a little more soundproof. as long you prep it proper and good two coats will be fine.
You can plaster over old plaster if old plaster is sound and a bit scruffy
