Yes, scaffolding is required.
You would need council permission furthermore if you need a quote you need to have the measurements of how big you want the drive to become.
The angle of the recess cover shouldn’t be an issue, if you have a drop in recess cover you can put a slab in line inside the recess cover so it isn’t noticeable.
