Hello,
you would need to notify the council and ask for a drop curb to be put in and then have the wall and trees removed, this is all very doable but would need prior approval from the council.
i would estimate the whole job to take a week to 10 days from start or completion.

To remove a leylandii hedge that large you would need access for a digger to dig out the roots as they have huge roots it would not be suitable to put in a fence without removing them properly.
Don’t pay anymore money until they come back and do the job correctly.
