Wagner 230v 280w paint sprayer w100 is very good but be careful you don’t spend stupid money. prep is key and roller is best for walls really.
I wouldn’t, i’d remove and clean and start again.
Has a drainage system been put in? was the drive properly fitted with plastics for the drains?
