I don’t think any electrician would give you a satisfactory report as it’s their name is on the certificate to say it’s safe or not and why
the consumer unit has to have rcd protection for all circuits in the property and also a surge protection device fitted in the consumer unit
you also have to make sure the main water supply is bonded and also the gas if there’s any in the property also the wiring in the house should be tested to make sure it’s safe to replace the consumer unit and that nothing will be tripping when installed

If you can send me some pictures and i will take a look and see what’s the best way to repair
ps the electrician should have made you aware of wall repair
