Repair to back landing (brickwork/window frame)

I have a small bricked in section under upstairs neighbours steps (purchased this way) - the brickwork was painted, which has deteriorated. The window is wooden framed and requires replacement. Ideally I would like to replace with UPVC window frame so as never to have problem again and to render the brickwork so never has to be painted again. When this is completed I would like to have my decking cleaned and sealed.
