Installing WC downstairs

Hi, we’d like to install a WC downstairs in our semi-detached house. We need advise and estimates for what’d be the best place to make a new WC. If it’s under the staircase area, then it has got electricity and gas mains boards which would require replacement and reinstallations as well.

Liam quoted to get the job done in 3 days; but more than two weeks gone, he hasn’t finished it. Taken all the job money via cash when agreed to bank transfer and left the job halfway through. Never ever hire him. I’m chasing him to finish the job, but he’s neither picking my calls or responding to my texts.
