Plastering/skimming 2 bedrooms

I have 2 bedrooms that I would like prepared for painting. One room already has a smooth wall but the other 3 walls need doing. The size of the room is app. 13 ft x 12 ft. The 2nd bedroom has walls which are mainly smooth and are partitan walls so I am not sure if they need plastering/skimming so need advice on this one size app. 8ft x 10ft
