I recently had 16 spotlights installed in my kitchen, the electrician had to make 12 additional holes to get their hand in the ceiling to navigate the engineered joists.
I now have 12 plastered circles approximately 1-2 mm thick and 12” in diameter. How do I tackle this to make the ceiling good again?
I spent 2 hours sanding 1 circle and what a mess it made. Is this my only option?
I would recommend to get the ceiling fully re-skimmed this will take out any differences and when painted it will not be noticeable
No! The best option is to hire a professional and have a job done in high quality finish.

this job should be done by a plasterer, it's a normal job for a plasterer to use the right materials and not make a lot of mess
Cut a hole in a plaster board to suit the feeling hole. Batton the hole and screw the cut to. Scrim tape over the joints and multi finish over and it couldn’t need any sanding if it’s done right.
I would recommend having a plasterer in to sort this. You'll need to screw timbers to the back of the boards, to fix new plasterboard in the holes. Then patch the holes up with multi finish.
Its definitely a job for a plasterer/decorator as you'll need the patching to be perfect.
You’d have to batten every hole so you can screw a board to the batten. Use scrim tape and then patch every additional hole into the ceiling.
