Wall Hung Toilet Frame Compromised?

My plumber has ordered and fitted a wall hung tailet frame. However, in order to get it to fit he has sawn off a horizontal bar at the top of the frame where the brackets to attach the frame to the wall were located. The effect is now the frame is only secured to the floor of the bathroom and with a small wood screw just below where the bar was removed. The wookscrew goes into a wooden frame that he was building to hide the frame. My question is in removing the horizontal bar and not using the wall brackets has he compromised the frame to the point where it should not be used
