Your best option is to remove the old ceilings. you can then install new plasterboard to skim. depending on the condition of the current ceilings you can sometimes scrape the artex to take off the highest points then paint over a product called thistle bondit. when this dries (24hrs), you can skim over. new ceilings will be more expensive but you end up with a much better outcome.
