I would advice if your looking for a high quality kitchen, is to use howdens or wix. b&q you could use, if you are looking to work with a small budget.

You can pre-bore new holes on the handrail with an sds drill, wall plugs, hammer, and screws with a impact driver. then fill the areas which was previously used, sand, and paint over the area.
