The best way would be to bond the ceiling then with finish plaster to achieve a nice smooth finish. or if you want to just take of the artexed use a steamer to strip off then sand down smooth and paint. and when you bond a ceiling don't forget to apply p.v.a between each coat of plaster.
This would depend on the customer and the budget you would want to spend. due to farrow and ball would cost more than say deluxe paint or lora ashley. then if you want mat'' silk'' or egg shell'' gloss'' or oil based paint or water based. so many brands that do differ with the finish. the answer i would give is work with your decorator and make good use of his or her knowledge and use some samples to see what you like best.
Well i would think it best to give the damaged area a good sand down to a smooth finish. then if you have some of the old paint to use it can be patched painted to blend. only most would just re paint the whole wall.
This would depend on the size of the rooms and if you would need two coats of plaster with the first being a bonding coat. i would say that most plasters would charge you on a day rate and this would depend on the plaster that you chose.
This would be the same cost as if you lived in bath or bristol.
