Hi. is it a spotlight? and is it on a dimmer? either of these can cause this to happen.
Hi. if it is more than 0.6 of a metre from the end of the bath or shower, it is permitted.
Hi. it can vary really. generally if you can get two years out of them, that's pretty good. the type, usage amount and whether dimmed or not can all affect their life span.
Hi. is it causing you problems? from a safety point of view, the newer consumer units are much safer and easier to use if circuits trip out. without seeing the amount of circuits, it is hard to say cost wise. generally about 3 to 7 hundred pounds should do it.
