Answers:

Hi it sounds like the switch needs replacing
To get a better finish and eliminate any risk of it going wrong it would be best to remove old wallpaper first
You could but it might not leave you with a even finish, another option would be to use a lightweight filler such as easi fill
You can plaster over artex it just depends how deep the artex is, worst case is that it might need boarding over first
If it has been applied straight onto plasterboard it will need plastering before painting
