You can paint over artex. it would require 2-3 coats. in my personal opinion i would overboard the ceiling or if you wanted new down lights put in a suspended ceiling under original. u can then either tape & joint it or plaster each giving a much better finish

Better to use scrim tape. doesn't cost much more & much easier to fix as it is self sticky

Yes it can be done as u said just a little more awkward. if u have access either side just fix a batten horizontally either side of the arga & put adhesive direct on tile & slide down to rest on batten. when adhesive dry remove batten & finish tiling. you probably wouldn't be able to completely tile behind arga unless there is a sufficient amount of space

if it is silk paint just score the wall with a stanley knife & then use a ready mix paper adhesive from brewers
