Answers:

Can I use washing machine with a broken sink waste pipe?
First of all does your washing machine go to that pipe or has it got it’s own waste pipe going straight out if it’s got it’s own waste then yes but if connected to your sink pipe then i wouldn’t advise you to use it till it is fixed
Wood-chip ceiling
Personally paper should be removed then pva and skim or overboard the ceiling and skim as paper absorbs water then it will come of i’ve bin in the trade for over 30 yrs and never plastered a ceiling that has paper on it at all causes more problems than it’s worth so better doing it properly from the start might cost you a little bit more but at least it’s done the correct way
Do handymen typically do flatpack pick up from IKEA?
It depends on the handy man but to be fair if you have order it from ikea yourself then you should have it at your property ready as your handy man would be local to yourself that would be a 60 mile trip before even starting and you might not like the cost of him having to do what might seem a simple pick up it’s his time and fuel also wear and tear he will charge you if he accepts in fetching it
Cistern leaking at overflow join
If your confident enough then yes but if not then call a plumber as the cistern will need to be emptied and then the over flow pipe needs undoing and resealing and then it should be ok
