distemper is easily identified, it is soft and dusty to touch and will come off the surface of walls onto your hands and is very flaky ,the down side to this surface coating is that nothing will stick to it which is a major problem when you want to redecorate with either wallpaper or paint or replastering. there are several ways this can be sorted. either by scrubbing with hot water or wallpaper steamers can also be good for removing distemper. the best way however, to is to soften it and scrape it off and apply a stabilising soloution then seal the surface prior to plastering using either pva or other bonding agents/primers such as thistle bond it or feb blue grit.
You would be better getting skirting boards fitted to avoid get plaster wet which could result in damp.
Hair line cracks in plaster can occur due to several different reasons,such as settlement, shrinkage cracking can occur sometimes after re plastering if the plaster has dried out to fast due to temperature and humidity of room. movement in structures can also cause cracking to plaster walls and ceilings if the plaster is old and weak as plaster isn't a flexible material. the weather can cause hairline cracking to plaster if the pointing on the exterior of the property has come away or has crumbled this exposes interior walls too cracking.
Hi freshly plastered walls will require more paint on them than walls that have already been painted. fresh plaster sucks in the paint.
You could try mixing with dirty water, it should go off alot quicker.
