If its not been painted before then it very well may need 3/4 coats to take away the dull effect from the plaster. regards
This can vary from tradesman, some you may find do both however some dont.
Turps is a good solution, generally gloss needs to be stripped back and repainted for the ultimate finish
Over priced
This is very easily done the wall can be removed to make way for new posts for a fence of your choice
