More then likely when you had a consumer unit upgrade they changed the protection devices from old fuses to rcd protection. with some older hobs they will trip the rcd and this will cause everything that the rcd controls to lose power. i would suggest that a qualified electrician look at the circuit.
According to bs7671 (requirements for electrical installations) in a word no. however updating your board will improve the safety of your installation.
