I started off doing painting and decorating for JM Carpentry back in 2016 doing the odd job for them. Then I started a building company where I done all of the painting and decorating for the last 2.5 years and built up my knowledge base.

It sounds to me that a mist coat wasn't put on properly when the building was first painted, unfortunatly you will have to seal the plaster before putting new wall paper up what can easily done.

It's hard to say without seeing the room or the wall paper but it could be potentially a 2-3 day job so it's around the right price for a decorator going on the fact it's going to have awkward cuts and the wall paper has a off centred pattern to match all add time to the job.
