If its been painted with lime it needs to be washed down and then glued.
I would recommend some diy. painters and decorators arent needed to paint a fence as its not a specialist task. have you heard the phrase if you can piss you can paint. its true when it comes to this as a fence contractor can even though he has no form of qualification for it. its just a labourers job any old handyman could do it
