You can get a new metal shed in that size for as little as £200. they come with installation instructions. and for the base a simple slabbed base would be more than sufficient for this shed, again this is relatively low cost.
you should be able to source all materials for around £300/£350 the only extra costs would be if you chose to get someone to lay the base or build the shed.

The chances are you would need to do some kind of repair to the roof once lifting the edging of the felt.
if it came down to having to replace the roof if would be more more cost efficient to yourself and last a lot longer to replace it with poly coated box profile protected metal sheets.
