Through my vast years of experience my answer to this is definitely not.
only paper you should be papering over is lining paper.
if it is a previous lining paper you should also ensure that it is solidly adhered to the wall with no bursts or broken edges on it.
preferably in most cases i would start from scratch and crossline the wall in most cases as this makes for a far superior quality finish to the final article unless your manufacturers instructions tells you not to crossline the walls.
