History:
We have four people that work within mts one is a painter and decorator that has over 10 years experience, another is a tiler with 15 years experience. And we have 2 general builders that between them have been doing it over 15 years .its a father and 3 sons company so we all know what and when to do things we work on many projects past and present but we keep that closeness and helpfulness to all our customers . Hi there your best off lightly rubbing down the flakey areas with a 120 grit sand paper and then fill with a filler then rub down again go the filler is flush with the walls them do two coats of paint . that will give you the best results it's all in the prep . hope this helps
Could be just the caulk this can happen if it was painted before it was fully dry as it shrinks slightly
Light sanding so it gives the paint a key to stick to . fill any holes blemishes i use car filler it gives it a nice finish but that's my preference it's not for everyone as it goes off quickly. i always under coat then two top coats.
Should be checked to see if its actually asbestos if it is, it should be painted with encapsulation paint.
