Answers:

Cost of replacing fuse box electrical test?
Between £450 to £750 depending on the size of the property. that will include all materials and certification.
Does fuseboard need replacing?
You don't have to update it. as long as the circuit is rcd protected. but any electrician would highly recommend that you do update it because the fact that it's 15 years old. which should cost no more then £450 to 500 anyway. i hope this helps.
Tap gland sheared off
The gland it self could occur over time because of wear and tear. it should never cost that much. but it all depends which company you got in touch with. its actually a easy fix. i hope that helps.
Water softener connection?
It does the other way around it, is by connecting a non return valve. cheers
