Yes but you’ll need to replace the complete valve, ie body and actuaor
Probably siezed ch valve stem or one or both actuator micro switches stuck on causing a constant demand and ch. valve passing
Why did he upgrade it. have you had a new boiler or additional appliances installed. the gas pipe run has to be calculated to provide the the correct working pressure at all appliances to allow for satisfactory and safe operation.
