Hi, i am a decorator too, the price can be fair in relation to the existing conditions of the walls and the wood work. if the rooms walls and the wood surfaces are good enough and you don't need to spend too much time in preparation, as open up cracks, filling and sand down, me personally i would have included the skirting and doors in the price.
There are some sealant witch you can use, but i highly suggest too chip off the plaster and render the wall using k-rendering materials or for a cheap version use a cement based rendering.
plaster is well known as a water sucker... i really suggest to get it removed from the outside wall otherwise the water will penetrate inside your property and cause serious damages to the property and also to your health developing mould on the damp surfaces.
Hi, if you are talking about tiling made on walls, just grout the tiles again using elastic grout as a "mapei flexible walls and floor grout" available in many different colours.
if is tiling made on the floor, there may be a different problem... maybe the plywood under the tiles is rotten or damaged, so you will need to strip off the floor and replace the plywood before tiling again.

Hi, i think that would be better if you arrange a delivery through ikea and then call an handyman to fix them, but you can always ask the person if he is willing to collect them at a price obviously, because in the end you will be using his time and petrol for the service.
Hi, i am sorry but the answer is no. you will need to strip off the tiles from the walls first, repair/re-plaster the wall and then paint it. applying 1 or 2 coats of paint on top you will have bad result as a many many little cracks on the paint as the 3d foam tiles are soft at the touch ad the paint once dry is solid and not flexible.
