Answers:
No if you skim over the woodchip it will become damp and your full reskimmed ceiling will fell down and make a mess
you could plasterboard over it then skim the cheap way but hard work is strip the woodchip then skim over

Take it all back to the brick work dot and dab it with plasterboard then skim over for a nice finish
The best thing to do is pull the floorboards up and have a look it could be coming from your shower then running along pipe work wires etc then dropping where your wet patch is
