Hello,you have 3 options here
1. use a decent filler/ build up in 2 stages and sand back
2. pva the area of where dado rail was and feather in with plaster/although i’d advised a time served plasterer to do this
3.skim the whole wall
The plaster needs to be fully dry ideally as if the walls are still dark brown then by putting the cupboards up will end up trapping moisture and mould will occur … the walls should be fully dry(light pink colour)…
but if you need to speed the process up get a decent humidifier in the room to draw the water out of walls quicker or possibly moderate heat but not too close to the walls as they could craze or blow
In my experience that’s usually a bad plasterer… unfortunately it’s only when plaster gets painted you can actually see the defects …
Hairline cracks are common… aslong as the plaster when you push it doesn’t move or feels loose then no need to worry …
the blemish you see where you filled just needs a fine filler and a good sanding
If the render is on brick/block then it shouldn’t have any hollow sounds when tapped… the cracks will allow the water to get in and eventually just gets more defected over time… i would call the plasterer back to give his take on it but if it’s cracked an hollow then it sounds like it will have to come off and be re-done unfortunately
