Yes this can be skimmed over but for the best finish overboarding the ceiling is recommended.
You can dilute the pva with water in a bucket and paint this all over the ceiling with a paint brush once this starts to dry skin the ceiling as normal i'd recommend a slightly stiffer mix in the first coat do cover the deep artex.
