I am an experienced tiler with over 10 years of experience in tiling , I am specialised in floor tiling, walls and roof. Also skilled in laminated floor laying and many other flooring related services.

My view would be to run it up to the legs. laminate flooring is a floating floor and will have some with the underlay. base units are better positioned on a solid floor.
how level the sub floor is shouldn't be an issue as each unit will have legs that are individually adjustable, so a run of units can be adjusted to a uniform level.
A usual guide would be no more than 5mm thick. but there are adhesives that absolutely smash this rule, pro rapid for example can be used up to 12mm thick.
