I would recommend zinsser 123 bulls eye
which bone to any surface and is water based
so once it drys you will then be able to paint straight over it with any water based emulation you’d like

All solvent paints no matter what the manufacture may say they become oxidised,
which results in the white paint turning yellow, it cannot be stop and personally you are better off using water based as it last a lot longer, it’s not as shinny as you may say once completed but saves you having to paint the areas on a less often case

It’s kind of impossible really to give any kind of rough price in regards to the issue as everyone labour is different in regards to removing the flooring you have had laid and then the floor boards, to then apply the insulation underneath etc
but a cheaper option may be that
if the company that laid your flooring didn’t apply a underlay onto of your floor boards and under your flooring that would help massively and potentially be a lot cheaper option for yourself
