No matter what you can not please over any wall paper
You need to bond over rates first if rates is thick pattern then skim over bonding for better finish and pva on ceiling
Two ways to sort this problem use a stanley knife make the crack wider and fill with filler or skim the whole wall if cracks start to show again
Yes a plasterer should be able to do this job
