If the work was agreed as a total price then it's only him who is losing out by taking so long to do it. on a project like this you should just get quotes for labour only and you should just provide everything the guy needs, that way there's no issues. and i personally would never grout straight after laying the tiles but depending on what product he is using then i don't see why he wouldn't be able to.
There are a few contributing factors here that would determine my best answer but from the information given and as long as you aren't going back to 40mm pipe then yes carry it on in 110mm. probably best with an easily accessible rodding access point
Two quite significant contributing factors would be whether it is a meter high or 2.5m high. and i will assume that the shape is already in a good condition. based on a hedge that is less than 1.5m in height and is already in relatively good shape. for two cuts a year i would charge approximately £225. if the hedge is over 2m in height and in relatively good shape i would charge approximately £275. if the hedge however is not in a decent condition or shape than it would definitely require looking at the job before being able to give you a ball park figure
